charles clifford kron, 4 news. charles, thank you so much for your coverage this morning. today. >> all right, another top story, new details about the person who died in a big rig crash in the north bay. the victim was a longtime teacher at cardinal newman high school in santa rosa, a former staff member at the school confirmed with kron 4. the victim was pat a fortune before she and todd at cardinal newman from 1973 to 2019. he also served as a coach for various sports, including track and field cross country, baseball and football. the school's track is named in honor of him. fortune's former colleague says he's shocked and saddened to hear of the loss of his friend. yesterday's deadly crash happened around noon on westbound highway 12 in santa rosa. officers say the big rig did not stop as it was approaching the intersection at fulton road. chp says 11 cars were involved in this crash. 9 people were rushed to the hospital with injuries. the cause is under investigation. new at noon

sheriff's deputies arrested a suspected drunk driver accused of to hit and run crashes in millbrae. the collisions happened in the area near taylor boulevard and ashton avenue yesterday afternoon. deputies pulled over a driver that showed signs of impairment. officers also seized an unregistered gun during that traffic stop while the suspect was taken to jail. deputies say he even vandalized the patrol car. new technology is being used to tackle auto break-ins from the san francisco police department. the technology consists of drones that use automated license plate reader cameras. police say the new tools led to a 70% drop in car break-ins compared to numbers from 2023. the most recent drone drone deployment led to 3 arrests last week. and if you take a look at this video here, you can see the drone capturing burglars. this footage of burglars breaking into an suv at a parking lot on the embarcadero. you can see the group taking luggage out of the car there. well, that drone followed them and police were able to set out spikes on the roadway to stop

this afternoon. homebuyers are putting down more money than ever to soften the blow of high mortgage rates in some bay area cities. $400,000 down payments are now the average price. san jose san francisco have some of the highest median down payment in the country sitting at $451,000 and $441,000 respectively, higher mortgage rates are driving this trend by putting down more money. upfront buyers can lower their monthly payments. all state, one of california's largest insurers is set to raise rates by an average of 34% after approval from state regulators. company filings review reviewed by bloomberg show the rate hike would impact more than 350,000 policyholders statewide come november. some customers face premium increases of up to 650%. the company's latest price hike comes amidst a

penalties against those who participate in sideshows as well as change the rules when it comes to the cars that are sees it that are involved with those sideshows, if approved by the board of supervisors, the laws could go into effect as early as next month. now, the mayor was joined today by members of law enforcement, including chp, the sheriff's office in san francisco. police reed's legislation has 4 key parts first make it illegal to promote and participate in assembling a sideshow. cars blocking streets will face criminal penalties and will also be legal to stop officers from trying to stop the sideshow in progress. lastly, the law extend the amount of time participating cars can be sees right now. it's 30 days, but the mayor wants to extend that time and make it if so person is convicted car can be seized permanently. chief bill scott says that 67 cars have been seized so far by the city and recognize the frustration felt by residents who say police aren't doing enough. he listed the dangers that responding officers face such as lasers pointing at their eyes.

project is finally underway in san leandro. >> kron four's philippe djegal reports. >> the past contractors in san leandro demolished and have been removing whats left of the pedestrian bridge that once connected to neighborhoods at cary drive and haas avenue. took a long time. we were really getting anxious about this since march of last year when at least one large eucalyptus tree landed on the nearly 60 year-old structure, the project to replace the bridge languished in permit purgatory. >> mayor juan gonzalez says the city and other entities that own land on and around the area of the collapse had to manage through environmental regulations before moving forward. and then by the time that we received our permits. >> guess what? it was wild fish run season and the rains started. so then we had to postpone through the rain season the creek bed has since dried up and construction crews have built temporary dams to allow work to be done along the waterway. the city

of san leandro has been circulating a request for proposals on this project. >> since late july will go through a process of involving the community around the design process. once we have a final design, then we will put that design out for bid. >> for the construction since the collapse neighbor. janice says she has missed using the bridge for walks with her dog and feels for the school kids forced to detour have to go all the way parents have to take some reason. >> it's traffic out here next week. the city council is scheduled to vote on a resolution to accept a letter of intent. >> which if approved would authorize the city manager to spend 5 million dollars in anonymously donated funds to replace the bridge. mayor gonzalez hopes that if all goes as planned construction of the bridge will be complete by late 2025 or early 2026. >> in san leandro, philippe djegal all kron. 4 news.

>> governor gavin newsom has until september 30th to decide on bills passed in the final days of the legislative session that he touched on the fentanyl crisis, affordable housing and bans on plastic. san jose senator dave cortese is bill to address the fentanyl crisis is one heading to the governor's office. the bill aims to address the critical need for a standard public health response to the fentanyl crisis affecting young children. it mandates the state to track and analyze trends in fentanyl related deaths within people ages 5 and younger and also develop preventative guidelines in all california counties. the california legislature also approved a bill to create more living spaces in downtown san francisco. the bill would provide tax incentives to encourage changing empty office spaces into homes. supporters say this could create an additional 14,000 homes in san francisco and more construction jobs. the governor has until september 30th to decide if he will sign this bill. and another bill would ban grocery stores from offering any bags other than

paper. our state became the first in the nation to pass a plastic grocery bag ban in 2014. but grocery stores were still allowed to offer thicker plastic bags as long as they were reusable and recyclable. those plastic bags bags still ended up in landfills and the ocean. the new bill still requires one final vote in the state assembly and the assembly before or excuse me, the state senate and the assembly before heading to governor gavin newsom's desk. it is unclear if he will sign it into law. and x the social media company, formerly known as twitter shuts down its san francisco headquarters in 2 weeks. according to a report by fortune, the company sent a note to staff just yesterday announcing the headquarters closes for good on september. 13th, the facility on market street has long served as the social media company's global headquarters in july, elon musk announced he would move the company to austin, texas. coming up, a celebration of food music and fun coming to san francisco tonight.
